He founded AST with twenty-eight years of actuarial industry experience. AST is Bernie’s second start-up, having previously founded Actuarial Management Company (AMC) in 1996, the innovative actuarial consulting firm emphasizing insurance program management in concert with long-term, partnership-based clients, which became the industry standard for active actuarial and consultative insurance program management. Bernie and AMC became particularly known for turning problem blocks of business into successes, and lauded for producing monthly comprehensive and innovative analysis.Before AMC, he was recruited as part of the executive team to build the fully insured business line for IHC, a New York Stock Exchange publicly traded company. He began as Chief Health Actuary, led a team of 25, performed valuation and product development activity for a diversified product line, and was responsible for underwriting performance. He became President of the Fully Insured Division, led a division of over 300 people within six operating companies, and was responsible for portfolio top and bottom lines and operating company results.
Bill earned a bachelor's degree in economics with minors in sociology and political science in 1979 from Pitzer College in Claremont, Calif. Shortly after graduating, he joined Allied full-time. Less than a year later, he assumed responsibility of Allied's data processing needs. In 1990, he took over the management responsibilities that were performed by the company's founder. As CEO, he is responsible for charting the company's strategic direction and the development of new products and opportunities. He was named "2012 Person of the Year" by Munich Health North America, one of three business segments of Munich Re.
John joined AST Risk to oversee the operations of this newly formed MGU. Previously, he was Executive Vice President, Chief Growth Officer of ELMC Risk Solutions LLC. He is an employee benefits entrepreneur with more than 30 years of experience helping companies maximize their benefit plans.
John is known throughout the industry as a pioneer who has been on the leading edge of significant industry shifts including managed care and technology. He was a key executive with Oxford Health Plans during its formative years and a sales executive for EBP Healthplans, the leading provider of self-funded services and stop loss for mid-market employers during his time there. Prior to joining EBP, John owned an employee benefits advisory firm, Securis, and was a founder of OnlineBenefits. OnlineBenefits was the creator of Benergy, the industry leading benefits communications portal.
John is considered an industry expert in the emerging Private Exchange market. He comes to ELMC from Liazon, a Willis Towers Watson company, where he held the position of Vice President of National Partnerships – creating, developing and overseeing the national broker partner channel. John is a graduate of Adelphi University.
Which he co-founded in 2013. ELMC is the latest venture in a series of successful insurance related entities he has created including Comprehensive Benefits (CBSC), in 1978, and Thesco Benefits, LLC, in 1995. Since 2013 Richard has built ELMC through the acquisition of best-in-class MGUs with funding partnership from the international investment firm J.C. Flowers & Co.
Richard is a graduate of Franklin & Marshall College. He is a member of the Board of Directors of Unimerica Insurance Company of New York (Executive Committee member). Richard is a past member of the HMO Board of Directors of Oxford Health Plans and the National Advisory Councils of Aetna, CIGNA, HealthNet, and UnitedHealthcare. He is a former member of the Legislative Council of NAHU and the founder of the Empire State Healthcare Coalition.
